The planetary authority — the 'Morphogenic Hierarchy' — that rules on who may leave Earth.


The Earth Planetary Council — also called the Morphogenic Hierarchy of this Planet — is the authority that governs incarnation on Earth in the archive’s cosmology. It appears most directly in the July 8, 2020 session, where it hears the petition of Ori, the stranded chrononaut.

The Council’s doctrine, as the sessions present it: a consciousness incarnated on Earth is bound to the planet’s morphogenetic field and its life contract, and may not simply be extracted. Ori’s request to leave is first denied — she must live out the incarnation — and only later is an exception granted: extraction at the end of her natural life, into a cloned body, with a new ship and post.

The Earth Planetary Council fills a distinctive niche among the archive’s many councils: not a galactic government like the Interstellar Alliance, but the local law of embodiment itself — the authority that makes being human, in the sessions’ terms, a commitment that even time-travelers cannot break.
